Governor Kaine Announces New Company
and Headquarters in Louisa County

– C3RS to invest $4 million and create 35 new jobs –

Richmond - Governor Timothy M. Kaine today announced that C3RS, a recycler of waste tires, will invest $4 million to open a facility in Louisa County, creating 35 new jobs. The company, which will also be headquartered in Louisa, will acquire waste tires, grind and shred them into rubber crumb and sell the recycled material to users of rubber, steel and fiber material. Virginia successfully competed with North Carolina for the project.

"C3RS will be a great fit for Louisa County," Governor Kaine said. "The County had developed land in the industrial park which provided an advantage, as it met the company's immediate needs. The rail line in Louisa allows for long-term logistics flexibility, and I look forward to C3RS flourishing in the region."

"Louisa County was the clear choice for our company because of its central location in Virginia and proximity to Richmond, Charlottesville and Washington D.C.," said Chad Koslow, CEO of C3RS. "The Governor's Office and Louisa County Economic Development were able to quickly focus our company on the advantages of Virginia and why we should conduct our recycling operations here."

The Virginia Economic Development Partnership worked with Louisa County and The Thomas Jefferson Partnership to secure the project for Virginia. Governor Kaine approved a $65,000 grant from the Governor's Opportunity Fund to assist Louisa County with the project. The Virginia Department of Business Assistance will provide training assistance through the Virginia Jobs Investment Program.

"We are delighted to have C3RS as the first company to locate in our new expanded Industrial Air Park," said Willie L. Harper, Chairman of the Louisa County Board of Supervisors. "C3RS will continue to support a strong industrial base in Louisa County."
